Here's the latest edition of MOC's Desktop Councilor, an email newsletter aimed at keeping you up- to-date on MOC activities and programs that impact your business. Thank you for your continued membership support.

MOC was front and center last week testifying before the Joint Committee on Telecommunications, Utilities & Energy on Governor Patrick's House Bill 4364 - An Act Furthering the Clean Biofuels Sector. MOC Board member Paul Nazzaro, who serves as the petroleum liaison for the National Biodiesel Board, joined MOC's Michael Ferrante to testify in "cautious" support for the bill. Paul articulated the economic and technical dilemmas facing Massachusetts as the legislature weighs a biofuels mandate and his testimony truly caught the attention of the Committee. Immediately following the hearing, Committee Chairmen Brian Dempsey and Michael Morrissey ask that MOC immediately meet with Committee staffers to ensure a full understanding of the issues at hand including infrastructure, import/export issues, cost to dealers and consumers, rack blending vs. splash blending, product availability, and sustainability.
Senate Bill 2404 - An Act Relative to Facilitating Homeowner Heating Oil Spill Remediation, passed the Senate recently, and now moves to the House. MOC continues to work on modifying the language requiring all oil lines without a continuous sleeve or Oil Safety Valve (OSV) to be upgraded in the near future. This bill has been circulating on Beacon Hill for nearly 4 years and MOC has shown steady support.
MOC's efforts to get the Massachusetts Congressional delegation on board with the Levin/Welch "Close the Enron Loophole" bill has paid off with Congressman Jim McGovern signing on in support right before the Thanksgiving break. To help push for passage of the bill MOC recently ran sizable print ads in major dailies in Worcester, Springfield, Quincy, Cape Cod, Salem and metro west. Woodbury & Morse, the public relations agency supported by MOC, created the ad and placed the media buy. MOC also mailed 50,000 bill stuffers to members so that customers would see the industry's efforts and join in calling for Congressional action.

MOC seized a last minute opportunity to place a full page NORA ad in the official 2008 "First Night" Boston Program Guide. The guide has huge circulation in supermarkets and retail outlets and will be seen by more than 500,000 people. The ad -- "At least there's intelligence in your basement." - is a perfect fit for the festive nature of New Year's Eve. The ad can be seen on the home page on MOC's web site www.massoilheat.org.
Members should have received, via mail, a color copy of a customer letter MOC drafted in response to the rise in crude oil and home heating oil prices. Please use this letter as a mailer to your customer base or simply as talking points when speaking with customers. The letter is also available for download through the link below.
With the help of Greystone Services, production and layout of the 2008 MOC Directory and Handbook is going into full swing. MOC will be juggling space for about 50 advertisers in this year's book. If you have not already done so, please send all of your advertising materials to Zahra@massoilheat.org as soon as possible. The directory will be mailed out to all members and associates in early 2008.

As members are well aware, over the past few years, MOC has been communicating with its Oilheat and propane dealers about drastic Visa and MasterCard processing reductions available to them. Now that the price for products has reached record highs, and with commodity markets increasingly unstable, and winter weather hitting home, it is more important than ever for members to consider taking advantage of this special program only available to the heating fuels industry. Most dealers participating in the program can save at least 2 to 3 cents per gallon equivalent. This rate will only take effect if you are enrolled in the correct pricing program.
