Here’s the latest edition of MOC’s Desktop Councilor, an email newsletter aimed at keeping you up-to-date on MOC activities and programs that impact your business. Thank you for your continued membership support.

Millions of nationwide listeners to the “Imus in the Morning” radio show got to hear the NORA Oilheat message last Friday morning thanks to MOC’s lead sponsorship of the live 4-hour Imus St. Patrick’s Day broadcast from Boston. The broadcast was also carried on the MSNBC cable TV outlet.

MOC has utilized NORA dollars to co-sponsor the Imus broadcast for the past five years, but this year MOC jumped into the lead sponsor slot to help kick-off the spring 2007 NORA advertising campaign. “This is a great example of how NORA dollars spent in one state can help promote Oilheat in neighboring states, and in this case, throughout the country,” said MOC’s Michael Ferrante. Imus is syndicated around the country, meaning his show is broadcast in hundreds of radio markets.

MOC’s official NORA radio campaign will begin statewide next month and the commercials will air on stations in Boston, on Cape Cod, and in Pittsfield, Springfield and Worcester.
Another example of NORA dollars from other states helping the entire industry comes to us from Connecticut and Maine. MOC is once again offering members a bill stuffer developed by the advertising agency that assists the Independent Connecticut Petroleum Association (ICPA) and the Maine Oil Dealers Association (MODA).

The "It's a Promise" contract bill stuffers were very popular last year and MOC issued more than 20,000 at no cost to dealers. ExxonMobil has informed local heating oil dealers that the company will be shutting down its Everett facility to conduct tank inspections and tank maintenance. All product must be pulled from the terminal by April 1, 2007. It is unclear at this point if ExxonMobil will continue to store heating oil at the facility and use the terminal for other products, primarily gasoline.
MOC’s degree day dial-in service uses information collected by the National Weather Service. Due to a change in their data reporting, the degree day numbers that you hear each morning when you call, 1- 866-627-7645 for the previous days’ figures, are preliminary only. In the event of a revision, the revised degree days will be announced in the next days' recording.
MOC concluded its 2006 Realty campaign with another successful seminar last Wednesday at the Boston-Quincy Marriott. About 40 Real Estate agents were in attendance and left with a broader knowledge of Oilheat. MOC thanks the members who attended and helped field questions. MOC will be working with PriMedia to schedule more seminars and events for 2007.
Using an advanced internet tracking device called InstaTrac, MOC has begun tracking new industry related bills for the 2007 Massachusetts legislative session. The following list is a summary of a few important bills and their possible impact on the industry. A complete text version of each bill will be posted shortly on the MOC website. Please keep in mind that these bills are in the very early stages of review by MOC’s staff and Board. MOC will continue to track the progress of each bill and testify at formal legislative hearings later this spring. At that point, MOC will take a formal position on the bills and take appropriate actions in support or opposition.

HB3029: An act establishing uses of Massachusetts home fuel oil cleanup fund: This bill would develop a clean up fund to help prevent home fuel oil spills and to appropriately deal with those spills that do occur. Funding would come from a .005/gallon tax on home fuel oil, going directly to the fund, of which 10 percent would go to research and prevention.

HB3335: An act to increase efficiency of electric, natural gas, heating oil and combined heat and power facilities: Programs will be developed to provide efficient services for home heating oil consumers, using advice from dealers and service technicians. A Fuel Oil Efficiency Trust Board will be created to collect a one cent per gallon tax on the sale of #2 fuel oil at the wholesale level, with a corresponding tax credit.

HB2910: An act providing a tax deduction for certain heating cost: A tax deduction for consumers of 100% of the price paid for home heating oil exceeding $1.00 per gallon for previous taxable year.

HB209: An act establishing the wholesale motor fuel fairness and competition restoration act: Full disclosure by refiners and distributors of their wholesale motor fuel pricing policies, including the cost of crude oil, refining, marketing, transportation, equipment, overhead and profit.

HB863: An act to establish residential petroleum clean up fund: A fund to provide financial assistance for property owners of fuel leaks and removal of ground contamination from above ground and buried underground storage tanks.

HB3313: An act relative to updating the Massachusetts energy conservation codes: New regulations will be implemented to certify and train qualified energy code inspectors and require that all new construction and major renovations pass inspections by certified energy code inspectors.

SB538: An act to facilitate homeowners remediating heating oil spills: Upgrading of liquid fuel supply and return lines for residential aboveground storage tanks.

HB3294: An act establishing a demand response pilot program: The program will provide smart meters to residential and commercial industrial customers along with phone and e-mail notification systems to warn those customers of high prices so they can reduce their usage accordingly.

HB3058: An act authorizing contributions by energy company consumers to fund municipal renewable energy facilities: Gas and electric companies will have a space on each bill to allow for customers to make a voluntary payment to their city/town for purchasing renewable energy systems for public buildings and facilities.
