Over 50 MOC members were in attendance last
Wednesday as Chairwoman, Sandra Farrell, led her
first Board of Directors meeting at Café Escadrille in
Burlington.
Among the many important topics, top on the agenda
was KeySpan's new "Go Green" campaign. The Board
reviewed all of KeySpan's marketing materials urging
conversion to natural gas including 2 radio
commercials currently airing, extensive web site
marketing materials and direct mail. MOC's Michael
Ferrante offered several options for combating the
campaign including Oilheat advertising, regulatory
and legal options. The Board agreed with the strategy
and MOC will begin action. Read web-based KeySpan

Also discussed in detail was new legislation that
proposes a tax on heating oil at the wholesale level.
Many members were open to the idea because it
would link the industry to a larger effort in becoming
more energy efficient. However, others were
concerned about the management of the funds.
Michael Ferrante will be forming a special Legislative
Committee to further discuss this bill and others
including legislation to require oil line upgrades to
heating oil tanks (S-538 - See DEP story) to help
prevent heating oil releases, and legislation to require
continuing education for Oilheat technicians.

Last, but certainly not least on the agenda was Barry
Fogel of Keegan Werlin LLP to discuss price
protection plan contracts. A summary of select points

Senate Bill 538, an Act to Facilitate Homeowners
Remediating Heating Oil Spills, was on the agenda
last Thursday at the Waste Site Cleanup Advisory
Committee meeting. MOC has followed this bill for 5
years and has submitted testimony this year in
support of the bill with specific changes. As a
subcommittee to the state's Department of
Environmental Protection (DEP) the Cleanup
Committee discussed some problems the bill may
face at the House level and made suggestions for
revisions.
The committee has also created a survey for the
Licensed Site Professional Association, in order to get
a better idea of the cause and cost of most oil
releases their client's experience. The DEP plans to
evaluate the results over the next couple of weeks.
MOC will keep members informed to any changes or
movement to Senate Bill 538.

MOC will be kicking off its 2007 Realty Partnership
program with a seminar in Fitchburg on June 27th.
The free breakfast event will be held from 9:00 a.m. to
11:00 a.m. at the Best Western Royal Plaza Hotel and

encouraged to attend to help field Realtor questions
